SABS certification for electronic and electrical products
 
1. The basis for SABS certification of electronic and electrical products
The South African Bureau Standards (SABS) requires the electrical appliances and accessories, electrical equipment and recreational equipment to meet the mandatory requirements of the following laws and regulations:
The 17548 in Government Gazette published the “Government Notice R. 1792”in November 8, 1996; the notice listed the mandatory safety standards for electrical and electronic equipment. At the same time, The 25306 in Government Gazette published the “Government Notice R. 1164 and 1165”in August 15, 2003; the notice stipulate the new requirements for low and medium voltage cables.
The SANS 10142-1 一一( Wiring Code/Wiring of Premises(Low voltage installations))is  is indicated that all products used in the cabling system for housing construction shall comply with the regulation.
South Africa's National Gambling Act , Act No.7 of 2004 stipulate that the Electro technical & Gaming department of the South African Bureau of Standards and SABS Regulatory Affairs & Consumer Protection Division need to Evaluate the test report issued by the registered gambling equipment testing laboratory, and certification the evaluate covered products which include the gambling equipment used in South Africa and surveillance equipment, control systems and other equipment used in legitimate gambling places.
 
2. Applicable range and standard of electronic and electrical products
There are 16 kinds of electrical and electronic products that included in the above mandatory specifications; South Africa is a member of the CB system, so its certification is mainly based on IEC International Electro technical standards or national standards:
Household and similar products: use a series of standard SANS IEC 60335;
Information technology products: use a series of standard IEC 60950;
Audio, video and electronic entertainment equipment: use a series of standard SANS IEC 60065;
Hand held power tools: use a series of standard SANS IEC 60745;
Removable power tools: series standard SANS IEC 61029;
General purpose lamp: SANS IEC 60598;
Entertainment equipment: SANS 1718;
Manual switch: SABS VC 8003, SABS VC 8052;
Plug, socket and socket adapter: SABS VC 8008;
Lamp holder: SABS VC 8011;
Tubular fluorescent lamp starter: SABS VC 8039;
Incandescent lamp: SABS VC 8043;
Circuit breaker: SABS VC 8036;
Appliance connector: SABS VC 8012;
Power line device and power cord extension device: SABS VC 8029;
Ground protection device: SABS VC 8035;
Wire and cable: use standard SABS VC 8006, SABS VC 8075-2003, and SABS VC 8077-2003.
3. Certification requirements for electronic and electrical products
The electronic and electrical products must with SABS signs to enter the South African market. SABS signs are contain the use LOA(Letter of Authority)certificate and use CoC certificate for EMC. LOA can only be sent to importers. Once the goods are imported, the delivery order and the LOA need to be sent to the customs agent for customs clearance. After the customs declaration, the customs office of South Africa will return the LOA to the customs clearance agent company, The LOA can continue to be used for subsequent imports of the same goods from this supplier. CoC(Certificate of Conformance)Is a certificate used to confirm EMI compliance, and all electrical products need to obtain this certificate. Up to now, South Africa has not any EMC interference immunity requirements, but the legislation has already been prepared. CoC is not a certification mark, but a certificate issued after passing the EMI test.
The electronic products in South Africa need to meet security and EMC requirements for SABS certification, the standard adopted is the IEC Standard + Minimal South African deviation. The grid voltage / frequency in South Africa is 220V/50Hz (240V/50Hz in some areas), and the power cord must be in accordance with the requirement of South African standard SABS 164-1-1997 or the SABS164-2-1997 I type products with ground patches and II class plug without ground piece.
4. the certificates required for electrical and electronic products
If the manufacturers or importers are required to make sales of electrical and electronic products which including in the above mandatory specifications, the products all need to obtain the corresponding certificate. Electrical products and accessories, electrical equipment and ambling entertainment want to enter the South African market, must be approved by the SABS in accordance with the South African mandatory standard SANS, and issue the following certificates (see table below).
South African Revenue Service,SARS and South African Bureau of Standards,SABS are concluded a memorandum of agreement, to ensure strict import control. The customs officer will check the manufacturer's certificate with the database published by SARS in real time. For daily necessities included in the relevant mandatory norms, only the valid certificates of relevant products are available, they will be able to enter the South African market.
