Annex 17 of the REACH regulations about PAHS testing new standards was implementing in January 1st 2010.
 

Annex 17 of the REACH regulations for the restriction regulations in tire and fill oil containing polycyclic aromatic hydrocarbons (PAHs) have been officially implemented in January 1, 2010.
1. If the extending oil including PAHs are exceed the prescribed concentration, it shall not be put on the market or use it to produce parts of the tire or tires:
A BaP, e BeP, a BaA, CHR, b BbFA, j BjFA, k BkFA, a,h DBAhA, The total amount of the eight items is not more than 10mg/kg, and the benzene and (a) pyrene (BaP) is not more than 1 mg/kg
According to standard IP346 of petroleum institute: 1998<<Test for the polycyclic aromatic compounds in the waste lubricating oil and the petroleum fractions without bitumen-Two methyl ketone and the refractive index method>>,If the content of polycyclic aromatic hydrocarbons is less than 3%, that is equivalent to the above limit. The manufacturer or importer shall control in every six months or after each key process change (whichever is earlier), Meet the BaP and the listed in the PAHs limits.
2. After January 1, 2010, the refurbished tires or tire surface, if the fill oil contained in excess of the limits of the first paragraph, it shall not be put on the market.
According to ISO 21461<<vulcanization--testing the aromatic properties of oils in vulcanized rubber compounds>>, Test and calculation of the vulcanized rubber compound is not more than 0.35% of the limit, equivalent to the above limit.
3.By lowering the requirements, if the tire treads rubber containing filler oil for renovation of tires was no exceed the limit in first models, Then the second models is not applicable.
4. The above terms of the total tire was refers to the vehicle's tires, including:
-- Directive 2007/46/EC, European Parliament and Council are approved the establishment of motor vehicles and their trailers in September 5, 2007;
-- Directive 2003/37/EC, European Parliament and Council are approval of the agriculture or forestry tractors and trailers can interchangeable the traction machine, also together with its system, and type identification of components and independent components In May 26, 2003.
-- Directive 2002/24/EC; European Parliament and Council are approval the type identification of 2 wheel and 3 wheel vehicle, and abolish the directive92/61/EEC at the same time in March 18, 2002. ETL certification body;
