1. Generate background
On November 27, 2009, the heads of state of Russia, Belarus and Kazakhstan signed nine documents, including the Customs Code of the Customs Union, which officially established the Russian-Belarusian-Kazakh Customs Union, opening the first step in the process of regional economic integration. The new members will be Tajikistan and Kyrgyzstan.
The establishment of the Customs Union has formed a sub-regional economic organization with a population of 170 million, oil reserves of 90 billion barrels, total GDP of 2 trillion US dollars, industrial output value of 600 billion US dollars, agricultural output value of 112 billion US dollars, wheat production accounting for 12% of the world's total output, and retail commodity value of 900 billion US dollars. In order to make the trade flow between the Customs Union member states more convenient, eliminate the technical regulatory barriers caused by the different types of original certifications, and better implement the technical specification certification, the new Customs Union certification officially took effect on January 1, 2011, and officially began to implement on January 1, 2012. The implementation of the Customs Union certification integrates the original certification technical requirements of each member state to ensure the implementation of uniform technical regulations and evaluation models, product certification catalogues, certification forms, and technical supervision and registration in the Customs Union member States.

Implementation process
The Customs Union Certification (EAC certification/CU-TR certification) technical specification Directive has been officially implemented since February 15, 2012, and the maximum validity of the certificate is 5 years. It will gradually replace the original certification systems of each member state, such as Russia's GOST-R certification, GOST-TR certification, Kazakhstan's GOST-K certification and Belarus's GOST-B certification, and carry out unified certificate filing management.
Therefore, for Chinese enterprises, obtaining the Customs Union certification (EAC certification/CU-TR certification) is the easiest way to open the markets of the Customs Union member countries: Russia, Belarus and Kazakhstan.

4. Transition period
Taking mechanical and electrical products as an example, the relevant Customs Union certification (EAC certification/CU-TR certification) technical specification directive effective from February 15, 2013 is: TP TC 004/2011 Low voltage Equipment Safety Directive, 010/2011 Mechanical Equipment Safety Directive and 020/2011 Electromagnetic Compatibility Equipment Directive. According to the provisions of the Customs Union certification (EAC certification/CU-TR certification) transition period:
Certificates obtained before September 2, 2011 (GOST-R, GOST-TR, GOST-K, GOST-B) can continue to be used until the end of the certificate validity period;
2 September 2011 ---- Certificates obtained during 15 February 2013 (GOST-R, GOST-TR, GOST-K, GOST-B) with mandatory validity until 15 March 2015;
From February 15, 2013, all mechanical and electrical products belonging to the scope of Customs Union certification (EAC certification/CU-TR certification) are mandatory to apply for Customs Union certification (EAC certification/CU-TR certification). The three countries will stop issuing their original certifications (GOST-R, GOST-TR, GOST-K, GOST-B). If the product is not divided into the scope of the Customs Union certification (EAC certification/CU-TR certification), such as auto parts, high voltage electrical equipment, etc., still need to apply for the original certification of the member States (GOST-R, GOST-TR, GOST-K, GOST-B).
Notice No. 4 of the General Administration of Quality Supervision, Inspection and Quarantine in 2013, Warning Notice of the General Administration of Quality Supervision and Quarantine on the implementation of new Certification regulations by the Customs Union of Russia, Belarus and Kazakhstan, has clearly reminded China's export manufacturers, traders and relevant industry associations to pay high attention to this new measure and take early response. Avoid risks and unnecessary trade losses caused by certification changes.
5. Classification of Customs Union certification (EAC certification/CU-TR certification)
According to the characteristics of the product and the degree of risk, the Customs Union certification (EAC certification/CU-TR certification) is divided into the Customs Union certification (EAC certification/CU-TR certification) conformity certificate COC (below left) and the Customs Union certification (EAC certification/CU-TR certification) conformity statement DOC (below right).
