Whereas the characteristics of building products require these harmonized standards to be rigorously stated; Whereas it is therefore necessary to develop an interpretative document to establish a link between the standard orders and the basic requirements; Whereas harmonized standards, expressed as far as possible in terms of product performance, take into account the above-mentioned interpretative instruments, which should be drafted in cooperation with Member States;
Whereas harmonized standards should include different grades so that new construction products that meet the basic requirements and are legally produced and used in accordance with technical traditions based on local climatic and other conditions may continue to be placed on the market;
Whereas products so deemed fit for use can be easily identified by the CE marking; Whereas they must be allowed to circulate freely in the Community and to be used freely for the purpose for which they were designed;
