Japan / Japan revised the certification scope of the circular PSE mark for electrical products

日本修订电气产品圆形PSE标志的认证范围
 
2011年7月1日,日本经济产业省(METI)修订日本电气用品安全法(简称电安法)中关于电气产品的圆形PSE认证的范围,将以下产品纳入其中。
    (1)LED照明设备的圆形PSE认证:
    1W 以上的 LED 照明设备;
    灯泡灯头为 E 型、B 型。
    (2) 真空吸尘器:
    产品验证由原规定额定电压为 1000W 以下更改为 1500W 以下需申请验证
    (3) 特殊构造的锂电池:
    2008 年 11 月起开始劝导厂商进行锂电池认证,现在两年缓冲期已过,故将锂电池纳入认证范围,另外,装置在机具上且不易拆卸下来的锂电池则不在此限。
更新法令预计于 2012 年 7 月 1 日开始生效。
 
PSE Certification Introduction
 
Japan's new "Electrical Appliances and Materials Safety Regulations" to replace the original electrical products ban law is very complex, taking mobile phone chargers as an example:
 
Mobile phone chargers belong to Class A products under this regulation, and Class A products must be tested by a laboratory authorized by the Japanese government and managed by METI. Such laboratories such as JQA, LET, ULApex, non-Japanese laboratories such as UL are also authorized laboratories for this type of product (by battery charger and AC adapter). China currently has no laboratory authorized by Japan.
 
Therefore, enterprises applying for PSE certification should first choose a laboratory authorized in Japan and obtain a test report issued by the laboratory to prove that the product meets the technical requirements of Japan.
 
Japan has two sets of technical requirements for battery chargers, which customers can choose:
 
The first is a very traditional Japanese technical requirement
 
The second is the technical requirements harmonized with IEC609502nd+A4
 
It is recommended that Chinese customers choose the second option, in this way, because China and Japan are IECEE-CB member states, customers can first obtain CB reports in China CQC, and then apply to the above laboratory in Japan for CB reports. If Mode 1 is used, CB reports cannot be accepted.
 
If the product is designed to meet the second way, that is, to meet the IEC60950 standard, all the safety parts of the primary circuit such as capacitors, thermal release devices, etc. must meet the international IEC standards. If the product is designed to meet the first way, that is, to meet the Japanese national standards, then all these safety parts of the primary circuit must meet the Japanese national standards. Note that if Method 1 is selected, CB reports are not accepted. Mixing method 1 and Method 2 is also not allowed.
 
About Factory inspection
 
Before the certificate is issued, a factory audit of the manufacturer will be conducted by the testing agency. The PSE mark and the logo of the testing institution are allowed to be used on the battery charger after the inspection and factory review have met the requirements. It is required to test 100% of the products produced, however, different product testing items are different, usually high voltage test and protection ground continuity test.
 
For chargers, the certificate is valid for 3 years.
 
Regulations require that buyers in Japan must register with METI within one month after purchasing the goods, and must mark the buyer's name or ID on the product, so as to supervise and manage the product sales process in the future.
 
According to the Product Material Safety Law, the safety responsibility of the products imported into Japan is fully borne by the Japanese importer, therefore, the importer must keep the test report and inspection records. Importers can also view inspection records through the internet.
